[People's Daily Online] Hunan: Experts and Scholars Discussed Market System Construction and Market Orientation Reform

 People's Daily Online, Changsha, April 15:Where is China's reform going? How to build the market system? “ Seminar on Market System Construction and Market Orientation Reform in New China in 70 Years” was held in Changsha by the China Market Society and Hunan University. Experts and scholars from the Chinese Academy of Social Sciences, Shanghai Jiaotong University, Hunan University, Hunan Normal University and Hunan University of Commerce gathered to discuss the theme.  

Hu Jiayong, a researcher at the Chinese Academy of Social Sciences, delivered a speech entitled “Deeply Promoting Market Oriented Reform in the New Era”. He believes that China's economic reform has been advancing in the direction of marketization. In recent years, due to the widening income gap and environmental pollution, there have been some voices denying market-oriented reform, but both theory and practice have proved that the market is the most efficient way to allocate resources. In the new era, we should deepen the reform of market orientation, establish a perfect modern property rights system, market rules system and supervision system, and reduce institutional transaction costs.

“I believe the core of market system construction is integration, and the important way of integration is to cultivate and develop modern metropolitan area”. Chen Xianzuo, Professor of Shanghai Jiaotong University, gave a speech entitled “Market System Construction and Cultivation and Development of Metropolitan Circle”. Taking the construction of Metropolitan Circle in Guangdong, Hong Kong, Macao and Yangtze River Delta as an example, he discussed and prospected the planning and development of China's Metropolitan Circle. 

Professor Liu Siwei of Hunan University of Commerce pointed out that in order to form a strong domestic unified market, it is necessary to form a strong domestic demand side, promote consumption upgrading and investment innovation, break the division of administrative power into the market, build a unified, open and orderly market system, transform the advantages of transportation into circulation advantages, and promote the integration of internal and external markets and domestic and foreign trade.

Xia Jiechang, vice president of the Chinese Academy of Social Sciences, said: The service market is the top priority in the future market construction. In 2000, the share of GDP in the south and north of China was five to five, but now the south reaches 62%, while the north only accounts for 38%. More than 13 million workers contributed nationwide, and 8 million concentrated in the South. In the production-oriented service market, technology transactions are mostly in the Pearl River Delta and Yangtze River Delta, and technology is mostly transformed into productivity in the southern region; More than 13 million laborers contribute to the country, and 8 million are concentrated in the south. Liu Maosong, a professor of Hunan Normal University, and Zhang Yabin, a professor of Hunan University, gave speeches on the significance of property rights theory to China's market-oriented reform and the relationship between government and market in China's development model.
