Therefore, it is not necessary to be strictly restricted by regulations to allow the person in charge of the research group and the individual team to have greater control and use rights. Chen Xiaohonge also pointed out that a great deal of wisdom and brainpower are required in the scientific research process, but in the current scientific research funding system, researchers cannot extract corresponding labor costs or performance salary from it. Therefore, we should pay more attention to the contribution of intellectual capital and the intellectual cost expenditure.
