[ScienceNet] CPPCC member Chen Xiaohong: Funds Management Needs to Change the Predicament of “Having Money But Not Being Able to Spend”

Nowadays, from the perspective of financial management, many researchers have felt the dilemma of “Having money but not being able to spend, and it must be spent”.  "How to further optimize the management and operation mechanism of scientific research funds, fully respect the contribution of intellectual cost, and release the innovative vitality of scientific research personnel is the top priority of the next stage of scientific and technological system reform." Chen Xiaohong, member of the National Committee of the Chinese People's Political Consultative Conference and academician of the Chinese Academy of Engineering, said.

Constructing a scientific and technological system that encourages innovation is the key to innovation and development. However, in the management of scientific research funds, there is a general problem that the funding structure is not reasonable, the expenditures are inconsistent with the actual needs, the scientific research progress, the project management mechanism is not perfect, and the scientific research personnel are insufficiently motivated.

 

Scientific research and innovation activities are essentially human activities, with certain flexibility and divergence. The funding conditions and the use of funds should also have corresponding flexibility. However, the current research funding system has a single budget management model and lacks flexibility; the indirect cost compensation mechanism is not perfect, and the intellectual input and management costs of the in-service researchers are not fully considered.

In this regard, Chen Xiaohong suggested: from the perspective of respecting the law of scientific research, putting people first and seeking truth from facts, improving the budgeting method, implementing the management of broad categories and broad lines of budget, and gradually delegating the power of budget adjustment, such as allowing in-service formal researchers to directly extract intellectual cost compensation from project funds.

In terms of specific operations, Chen Xiaohong suggested combining the characteristics of the discipline with the actual needs to set the difference in the proportion of intellectual cost compensation. Chen Xiaohong gave an example, perhaps the indirect cost of intellectual property projects in science and engineering projects increased to 30%, and the humanities and social science projects increased to 50%.

Chen Xiaohong also suggested streamlining the use process of funds, giving more autonomy to scientific researchers, and using tax reduction policy space to stimulate the innovation vitality of scientific and technological talents. By adopting the scientific research management mode of “Combining the Government With the Market”, The appointment system should be adopted for forward-looking, strategic and subversive research on basic or common technologies
