CPPCC Network Beijing, March 7, (Reporter Liu Yang) With the rapid rise of the new energy automotive industry, China's power battery production and sales are increasing year by year. It is estimated that in 2018-2020, the total number of abandoned power batteries in the country will reach 120,000 to 200,000 tons. The tide of power battery scrapping is raging, but the construction of power battery recycling system in China is still in its infancy. To this end, Chen Xiaohong, member of the CPPCC National Committee and academician of the Chinese Academy of Engineering, suggested that “Layered, Systematic and Targeted” efforts shall be made to improve the power battery recycling system in China.

Recycling of power storage battery involves many links and main entities, which requires multiple efforts. Chen Xiaohong proposed to establish a compulsory recycling system for power storage batteries. Power battery manufacturers can build their own recycling systems according to their own capabilities or establish recycling systems through the establishment of producer responsibility organizations; distributors are obliged to recycle and transport used batteries to designated treatment sites or manufacturers; consumers are encouraged to voluntarily return used batteries through deposit-refund, points redeem and other systems; and the government shall promulgate the policies of financial subsidies and tax reductions. At the same time, improve the mechanism of supervision and law enforcement and strictly punish illegal traders.

“In view of the potential safety hazards such as leakage during the recovery and utilization of power batteries, government departments should formulate and improve relevant industry standards for the recovery, transportation, storage and treatment of waste power batteries.” Chen Xiaohong further proposed to improve the industry standard of power battery recovery and utilization. Factors such as chemical characteristics and recycling methods of power storage batteries are taken into consideration in the recycling index, and according to the market development situation and technical level in a timely manner to adjust; Finally, the government department will evaluate the recycling effect of the enterprise according to the recycling index, and timely announce the evaluation results and subsidies standards to the third party credit evaluation platform.

Chen Xiaohong also suggested exploring the “Internet Plus” model, combining the Internet of Things and big data technology, to build a large-scale, intelligent, traceable management network platform for the recycling of used power batteries to ensure the safety of users' information; Setting up two-dimensional codes to record the information of the whole life cycle of the battery, constructing a whole life cycle management system through tracing to the source, and forming an intelligent management closed loop; At the same time, the block chain technology is introduced to trace the source of the battery, and the tamper-proof tracing information is recorded for the key points of the product digital identity flow direction..
