At noon on Sep. 20, Chen Shu, wearing a white T-shirt, took aerial photographs over 100 ms between the Teaching Building and the Laboratory Building of the International Business School of HNUC near the West Gate of HNUC - West Second Ring of Changsha. which is because Chen Shu received a response from teachers of HNUC that the office, teaching and accommodation of the International Business College of HNUC were facing serious noise, dust and other pollutions from West Second Ring, requiring the government to build additional noise barriers. In order to reflect the social conditions and public opinions to the relevant departments, Chen Shu decided to take aerial photographs with a UAV in high altitude, considering the big trees near the incident site.

According to the introduction from Chen Shu: The aerial photography started with a response from Mr./Ms. Liu of the Business School, who said that the noise of the Second Ring Road viaduct near the building of the International Business School of HNUC was too loud, which seriously affected the teaching and life of teachers and students.

After 10:00 p.m. on Sep. 19, the average noise measured with App on Chen Shu's mobile phone at the windows of the teaching building and student dormitory of the International Business School was 66 dB and the maximum noise was 74 dB, which exceeded the standard of the Law of the People's Republic of China on Prevention and Control of Pollution From Environmental Noise (55 dB per day and 45 dB per night in standard areas such as cultural and educational institutions, etc.). After standing there for 5 minutes, people felt uncomfortable due to the noisy environment.

During the day of Sep. 20, he found that the corresponding location was low, with fences and viaducts on both sides, and many trees in the middle, so the vision was limited. If taking pictures, he would climb to tall buildings, which was dangerous, so he decided to use aerial photographs to obtain evidence.

Chen Shu bought a folding UAV, which spent more than RMB 6,000. As a Deputy to the NPC, this folding UAV is easy to carry.

Chen Shu said that there is a QR code on the UAV, which was registered on the official website of the Civil Aviation Administration of China, and equivalent to the license plate of the UAV. "The QR code has many functions. Once someone picks it up, they can find the owner of the UAV through the QR code. In addition, they can inquire the flight record, which is responsible to themselves and others." he said.

At 12:50 p.m. on the 20th, Chen Shu took out his new Millet 8 and connected it to the control handle of the UAV. Then he operated the UAV, and the UAV rose slowly and quickly to a height of 100 m.

Through the aerial photography, it was found that a group of acoustic screens had been set up on the west side of the Second Ring Road, but not on the east side of the Second Ring Road. The UAV can achieve the aerial photography while taking pictures!

As a teacher of Beijin College of HNUC, Chen Shu was elected a member of Changsha CPPCC in 2013 because of his strong sense of political participation and discussion of state affairs.

In Jan. 2017, he was elected Deputy to Changsha People's Congress after being relieved of his office from CPPCC member.

It is reported that Chen Shu trained for more than 20 days in the Changsha Vocational Education City of Hunan Province before Aug. 10 this year, and then participated in the UAV driver's license examination, and passed it once, obtaining the civil UAV pilot's certificate (AOPA). "I heard that more than 400 NPC members from Changsha took part in the exam, but only I passed it. Microblog and WeChat was the extendable ear, while the UAV was the extension of hands and feet and belonged to the clairvoyance," he said. The UAV with the maximum takeoff weight of 250 g or more needed to be registered in real name in accordance with the provisions of the CAAC. The NPC members should refuse "flight without certificate" as a model. After obtaining the UAV driver's license, he is also preparing to use UAV aerial photography to obtain evidence in the project investigation, such as rural environmental pollution and conservation of historic building. At 4:30 p.m. of that day, he sent relevant suggestions, videos and pictures to relevant departments.
