[Hunan Daily] Eleven academicians gathered in Changsha to discuss the digital economy and smart city construction

News from Hunan Daily Client on Nov. 17 (journalist: Yu Rong; correspondent: Zhang Jie and Jiang Lisha) In the afternoon of Nov. 16, the sub-forum for the digital economy and smart city construction of 2018 Academician Visit in Hunan was held in Changsha. The forum was organized by Changsha Municipal Government and HNUC. Eleven academicians of CAS and CAE from Tsinghua University, Peking University, Central South University, Hunan University, HNUC and other institutions conducted a heated discussion on the frontier hot spots of the digital economy and smart city.

The theme report was presided over by Academician Luo An of Hunan University and Academician Liu Zejin of Science and Technology Committee of Central Military Commission, and made by Academician Ouyang Xiaoping of Xiangtan University, Academician Chen Xiangsheng of Shenzhen Metro Group Co., Ltd., Academician Zhang Pingwen of Peking University, Academician Nie Jianguo of Tsinghua University, Academician Ding Lieyun of HUST, Academician Liao Xiangke of NUDT, Academician Chen Xiaohong - President of HNUC and Academician He Jishan of Central South University, successively.

Academician Ouyang Xiaoping made a report on the theme of "Disruptive Technical Innovation and Industrial Upgrading", and explained the subversive technical composition and its new industrialized direction from the aspects of the necessity, value and function of the disruptive technical innovation, as well as ultimate innovation goal, and elaborated its preparation methods and application areas by taking the new material of graphene as an example. He suggested that the government department should be a good talent scout, identify and discover such technical innovation projects with disruptive technical innovation trait and great application prospect in the province and give special cultivation, especially achieving high-quality leapfrog development of relevant industries such as new-energy automobile, environmental protection industry and new energy industry ecology, etc., and forming new bright spots of industries in Hunan. The government department should also organize and break through, as well as tackle key technical problems of industrialization according to the existing foundation, characteristics and major current needs, to realize the highlight and differential development.

Academician Chen Xiangsheng made a theme report entitled "Current Situation and Some Thoughts of Urban Underground Space Utilization - Foundation of Harmonious Living Environment". He introduced the development status and difficulties of the urban underground space utilization by taking the resource and environment problems encountered in the rapid economic development of Shenzhen as the entry point. He said that the main factors affecting the urban underground space utilization are economy, geography, society and city. Based on the work of Shenzhen's new smart city in recent years, he shared the experience and the practice of underground space utilization in Shenzhen from three aspects of construction background, work effectiveness and future prospect, and explained three generations of hub - "point, plane and cluster" for the urban underground space utilization in Shenzhen. By comparing similarities and differences of the underground space development and utilization at home and abroad, he analyzed the current situation of the underground space utilization at home and abroad by citing some typical cities such as Beijing, Guangdong, Japan, Toronto and Boston, and introduced some key technologies such as "ground freezing technology" and "underground space construction across metro operation tunnel", etc. He also believed that the government should play an important role and act, and put forward some policy suggestions on how to efficiently utilize the urban underground space with multi-conformity in the whole space. Meanwhile, he believed that there were still four major problems in the urban underground space utilization in China, that is, lack of a comprehensive coordination and management mechanism; too many utilization methods; complex functions; and unable to be authentic right.

Academician Zhang Pingwen made a theme report entitled "Promotion of System Innovation in Digital Economy Development". He believed that the world has entered the digital economy era, and the value of data resources has become increasingly prominent, and digital economy has been highly valued by major countries. He analyzed the main problems faced by scientific research institutions and their solutions, and introduced the new trinity operation model and government think tank to the public by taking the Beijing model of system innovation as an example. He also pointed out that the what should be done by Hunan Province in the system innovation is three main points of ideas, advanced talents and business environment. From two aspects of technical innovation and system innovation, he analyzed the national strategy of the digital economy era in China, explained the Beijing model of system innovation of scientific research institutions, proposed a series of countermeasures and suggestions on promoting Hunan's development by the innovation system, including referring to the model of Beijing Institute of Big Data Research, planning and preparing to build Hunan scientific research innovation institution --- Xiaoxiang Big Data Institute, and made relevant assumptions.

Academician Nie Jianguo made a theme report entitled "High Performance Civil Engineering and Smart City". He analyzed the relationship between high performance civil engineering and smart city from three aspects of health, high performance and structural innovation. He said that "healthy" city is the foundation of smart city, and one of the symbols of "healthy" city is high performance civil engineering. He also pointed out the gains and losses of the unreasonable public building structure system by taking Italy and Changsha as examples. He believed that high performance is the future of engineering structure, and put forward some suggestions on the insufficient innovation of current urban construction structure and fine design.

Academician Ding Lieyun made a theme report entitled "Reform in Digital Construction and Building Industry". He analyzed the China's construction status and challenge of becoming a great construction country, and proposed five changes: firstly, change the product form from physical products to physical products + digital products; secondly, change the management idea product construction to service construction; thirdly, change the the market form from product trading to platform economy; fourthly, change the production mode from building construction to "manufacturing + construction"; fifthly, change the public administration from management to governance. He also proposed the overall frame structure of smart city based on this. He said that manufacturing industry should grasp the new opportunities of a new round of scientific and technical revolution, and the new opportunity for engineering construction is the digital construction. He also proposed that the engineering software technology should "improve weak links" to solve the "baseless software" problem; the engineering Internet of Things (IOT) technology should "develop its strengths" to strive to rank in the world; the engineering machinery technology should "promote the upgrading" to enhance the intelligence level; the big data technology of engineering should "strengthen its advantages".

Academician Liao Xiangke made a theme report entitled "Grasp of Control Ecological Chain - Foundational Software Platform in Digital Economy Era". He analyzed the development of digital economy from the concept of operation system, development of operation system, evolution of software business form, Internet + and + Internet, and discussed the effective support for the rise of digital economy and future development trend, which is the ubiquitous perception, cross-domain and multi-industry linkage, intelligence beyond the human brain and the blending of the virtual and real world. He appealed for the development and construction of new foundational software platforms, and provided guidance for the digital economy development from the aspects of integrative development, coordinated development and improvement of weak links.

Academician Chen Xiaohong made a theme report entitled "Exploration and Practice of Smart City Development and Intelligent Environment Protection". Starting from the connotation and forward-looking concept of smart city under the integration of new technologies, she summarized the development process and pattern of international and domestic smart cities, and analyzed the practical innovation and typical cases of intelligent government affairs, intelligent transportation, intelligent environment protection, energy and power, medical and health, cultural recreation and education, intelligent logistics and other major fields in the smart city construction, as well as the changes brought to various industries under the integration of new technologies. She thought about the problems faced by the smart city construction, such as the insufficient top-level design of smart city, unshared big data, absent standard leading, prominent resource and environmental problem, technical bottleneck, absent economic and mature solutions, as well as absent in-depth application, etc., proposed a series of countermeasures and suggestions on top-level design, laws and regulations, standard leading, technical innovation, green development and pilot application, and introduced the research and practice of her research team in the urban agglomeration and watershed intelligent environment protection.

Academician He Jishan made a theme report entitled "People-oriented Is the Core Pursuit of a Smart City". He analyzed the connotation of smart city, reasons for building smart city, characteristics of smart city, development status of smart city at home and abroad, main development pattern of smart city, and problems encountered in the smart city construction, and proposed the view that "people-oriented must be taken in the smart city construction from the beginning to every stage" based on this.

Academician Tan Weihong of Hunan University made a summary and comment on the academician's report, and briefly expounded the prospects of the biomedical industry in promoting the smart city development.
