Introduction of the Speaker: He Keng, male, who was born in Linxiang, Hunan Province on May, 1942. Professor He is now a member of Expert Consultation Committee of National Studies in Philosophy and Social Science, group leader of Statistics Science of National Philosophy and Social Science Leading Group, president of Promotion Association of Scientific Urban Development of China, honorary dean of Xi’an Research Institute of Statistics. Professor He Keng is a statistical educator, econometrician, professor and doctoral supervisor. He has enjoyed the special allowance of the State Council since 1992. He once took post as deputy director of National Bureau of Statistics, vice-chairman of 12th Central Committee of Jiu San Society. He was also a member of the 9th National Committee of the CPPCC, a member of the 10th and 11th NPC Standing Committee. Meantime, he held concurrent posts as director of Statistical Education Academy of China, vice-Director of Statistics Association of China, executive member of Quantity Economics Society of China, Information Economics Society of China and City Economics Society of China, director of the Editorial Committee of “Statistical Research” , a member of Expert Committee of National Informatization Office and Dean of National Training College of Statistical Cadres, etc.
