Theme: The Function and Construction of Criminal Trial Supervision Procedure

Introduction of the Speaker: Zhang Weibing, male, who was born in Hongan, Hubei in March 1966, is a doctor of criminal law of Wuhan University. Now he is the Chief Judge of Criminal Collegiate Bench of Case Filling Chamber of Supreme People’s Court. Before 2007, he worked as a full-time lawyer for 14 years in Wuhan University and Hubei Luojia Law Office which was established by himself (he once was the director of the law office, first-grade lawyer). From 2007 to present, in order to answer the reform of judges selection system, he was selected to work on criminal trial in Supreme People’s Court, and successively worked as judicial officer of trial division and case filling court one. Meanwhile, he once took a temporary post as vice-president of Yiyang Intermediate People’s Court of Hunan Province. Dr. Zhang successively published more than 10 papers such as “On the Structure of Underworld Organization” “Deception Offense Research” on publications like Law Review, Trial in China, Trial Supervision Guide and Research, Job Instruction and Reference of Putting on a Record, etc. He has taken part in the review and trial of a collection of major cases of Supreme People’s Court, and revising of judicial interpretation like Criminal Procedure Law and asking for opinions. Among which, a legal precedent which he undertook in 2011 , a topic which was about intentional crime during stay of execution, he thought it should recalculate the execution time of death penalty, has already been completely absorbed by the 2015 Criminal Law Amendment.
